| The University Health System is currently undertaking an
$899 million dollar Capital Improvement Program (CIP) to increase capacity
maximize efficiencies and improve the patient, visitor and staff experience at
University Hospital and University
Health Center-Downtown. An important
component to this project is a Design Enhancement/ Public Art [DEPA] program
for both sites to incorporate art that inspires the healing process. University
Health System recognizes the role and vitality the cultural arts play in the
life and community of Bexar County and San Antonio and wants to implement a
dynamic program that will be an important element in this growth of the
hospital system. |

Phase I will be the first call for artists launched the week
of July 5, 2010, for artists to serve as Design Enhancement Consultants for the
exterior and interior of the new Clinical Services Building at University
Health Center Downtown project. Later this month, a second call in Phase I will
go out for Design Enhancement Artist Consultants for the University Hospital
Tower and Garage projects.
The artist
consultants will work in tandem with the architectural, design and engineering
teams to incorporate and embellish designs for artistic elements into the
construction documents and specifications. The artist will not be asked to
fabricate works, but shall assist in the supervision of the production and
installation of the works. In the future, Phase II, Public Art, will include
opportunities for major commissioned site-specific pieces and Phase III, Art
Procurement. All artist calls are
for these three Phases which apply to both campuses.

Phase II will begin September 1 15, 2010. Phase III will begin
when buildings are 70% completed, tentatively May 2012 for the downtown project
and late 2012 for University Health Project. Artists may apply for more than
one Phase, campus and category when applicable.
- Phase I Design Enhancement: Artistic elements or
processes embedded into the constructed hospital environs. Artists contracted
to "embellish" planned elements of building or site. The designs for the
products of this phase shall be incorporated into the construction documents
and specifications.
- Phase II Public Art: Site-Specific art by selected artist
of merit, located in public spaces and involving community input.
- Phase III Art Procurement: Works that are framed and
installed throughout the hospital facility. These can be two or three
dimensional, electronic or other media as selected.

Artist must have related knowledge or skills in current
architecture and design computer programs to
enable the applicant to convey design plans, indicative drawings, artist
impressions and maquette where relevant.

UHS Art Program Managers will contact proposers to
acknowledge receipt of application and will notify proposers of decision in a
timely fashion.

Project Details
A. Description
and Scope
- The Artist or team of artists will work together with the
Architects, Engineers, Designers, and Art Program Manager to provide design
enhancement ideas for the following areas to be integrated into the exterior of
the building.
- The West Facade of new
University Health System Clinical Services Building contains expansive areas of
glass that frame a view to the central green below; Enhancements to this area
include shading devices and a large entry way canopy. The Artist will work
together with the Architect to achieve enhancements to the design that create a
unique experience while at the same time meets the appropriate performance
criteria of the design elements.
- The glass on the west facade is recessed 5' feet behind the
face of surrounding brick. The shading /design enhancement must not extend more
than 9' beyond the face of the glass.
- The areas shown dashed on the West Facade elevation indicates the proposed target areas for
design enhancement.
- The design enhancement should be visible after dark. Special
lighting might be included as part of the art enhancement.
- Design Enhancement on the East Facade should be visible from the freeway, which is
elevated 20' above the ground.
- The balconies shown on the solid stone portions of the West/East
Facades may be subjects for enhancement.
These "balconies" are not functional, and do not require a solid floor or
access from the building. If the Artist chooses not to include them in the
project, they will be designed by the Architect from aluminum, glass fiber
reinforced concrete, or illuminated glass.
- The product of this effort will be a joint collaboration between the Architects and Artist to
provide an overall, cohesive design which is seamless and fully integrated into
the building. Elevations are attached illustrating the current design. The
specific areas available for design enhancement are indicated in red.
B: Description and Scope

- Range of Fee: $25, 000-30,000
- Time frame expectations: approximately 2.5 years

The Artist will work with Architects, Engineers, Designers
and Art Program Manager to provide design enhancement ideas for the following
areas to be integrated into the interior of the building structure:
- Café - Design enhancement opportunity for tile design and
patterning;
- Elevator
landings and waiting areas [five floors] - design
enhancement opportunity for
creating a colorful and engaging terrazzo patterning significant to each floor
which will assist in way finding and signage;
- OBGYN/Reception
Area - Design Enhancement Opportunity for
embellishing and creating a pattern or image onto curved glass wall behind
registration/nurses station;
- Main
Lobby Atrium - Design Enhancement
opportunity for inlaid or terrazzo design that related to the historical
narrative of the community and cultural aspects of San Antonio.
- Reflection Space - Design Enhancement Opportunity for designing glass windows for interior wall
Terms and Conditions
A. Scope
of Exterior and Interior Artist Consultant roles and expectations
Artists who reach finalist round will be interviewed in
San Antonio the week of August 9th.
Once selection is made, selected Artist Consultant
should be available to begin work with RTKL/Overland Partners as of August 23rd through November 30th. During this time Artist Consultant will work
with the design team to design and implement the design enhancement concepts.
Artist must then be available November 30, 2010 through March 31, 2011 for planning
sessions to further develop design concepts and construction documents.
Artist must be available for possible site visits,
bi-weekly updates, calls and meetings as needed during construction which is anticipated to span from
March 31, 2011 through December 2012.
B. Copyrights
and Intellectual Property
Artist will sign and acknowledge in their contract that all designs, concepts and ideas provided for this
project are the property of the University Health System.
Artist will sign letter of agreement or contract before
beginning work, the first 1/3 of the fee will be paid upon completion of first
phase, 1/3 upon the second phase and the final 1/3 upon completion of the
project . Artist will receive credit and acknowledgement of their design
involvement and will receive opportunities to promote their work through the
press, as directed by UHS. At no
time shall Artist be authorized to speak on behalf of UHS, or reveal
information deemed confidential by UHS.
C. Budget
Artist's Consultant travel and per diem reimbursable
needs, if from out of state, will be governed by the contract, but will be
discussed in the contract and limited to a designated amount.
Artist is required to develop concepts within the provided line item budget. If the design comes
in over budget, Artist must revise the design to bring concept within budget.
No additional fee will be paid for such revisions.
Artist is not expected to fabricate design but will work
with team appointed to oversee and produce items.
